A Manitoba pastor has been released from custody after being arrested Monday night.

Tobias Tissen pastors the Church of God Restoration congregation near Pansy, Man. The Winnipeg Police Service issued the warrant for his arrest in late May for breaking health orders, but he eluded arrest for some time, telling media outlets he only wanted to be arrested in church and in front of others.

On Monday evening, Tissen was arrested during a traffic stop in Steinbach by local RCMP officers. Sources indicated that Tissen was turned over to Winnipeg Police Service.

CTV is reporting that Tissen was released from custody on Wednesday on a number of conditions, including a promise to pay $1,000 and a requirement not to organize - including requesting, inciting or inviting others too - any gatherings related to COVID-19 prevention orders made under the Public Health Act.

The conditions did specify, however, this does not impede regular religious gatherings or prevent him from performing his duties as a pastor.

In a post on his social media accounts, a video shows him walking out of the Remand Centre and embracing his wife in a hug as well as a young child. Several people can be heard in the background clapping and cheering.

"What a blessed moment this was!" the post says. "Was waiting for it for about 45 hours."

Tissen has received numerous fines for violating public health orders. He is part of a group attempting to constitutionally challenge the orders. That case was dismissed by a judge around the same time that Tissen was released from custody.

He is expected to appear in Steinbach Provincial Court in early November.
